Our Mission

The Office of Research and Sponsored Programs aids faculty and staff in seeking and administering funding for research grants, contracts, and other extramural funding.  The office serves as the applicant, contract negotiator and signatory authority for the University in such matters, as well as providing grant accounting services once an award is made.  Internet Explorer Users: file downloads from this site may prompt you for a password. Our Director

Michael Hastings, of Hampden, serves as UMaine’s Authorized Institutional Representative for submitting research and instructional proposals to extramural sponsors (Federal agencies, state agencies and foundations). A graduate of Bowdoin College, Hastings has over twenty years of experience in grants management.

Limited Competitions

A limited competition is a solicitation from a sponsor where only a certain number of proposals can be submitted from an institution.  The following policy has been established for submitting proposals to these limited competition announcements:

  • It is the responsibility of the researcher/PI to check the award announcement to see if it is a limited competition.
  • The researcher must indicate their intent to apply by finding the RFP on the ORSP Funding Opportunities page (ORSP Funding Opportunities), clicking on the “Limited” link, and signing up.
  • If the RFP is not on the ORSP Funding Opportunities page, the researcher must contact ORSP no less than 30 days prior to the submission deadline in order to notify them of their intent to apply.
  • If there are more potential applicants than the solicitation allows, the Office of the Vice President for Research will conduct an internal competition in order to determine which proposal(s) will be submitted to the sponsor.

Export Control Regulations

It is imperative that University researchers have a basic understanding of Export Control Regulations (ECR)  so they can know when they need to seek further guidance for a particular activity that may be subject to ECR.  Otherwise, they may unwittingly find themselves on the wrong side of the law and ignorance is not a valid defense.

Graduate Student Health Insurance

Health Insurance now available and required for all Graduate Students with at least a half-time appointment. One half of the premium ($1,045 in FY 2010) will be charged to the grant providing their salary. Grant administrators and investigators should assume a 10% increase annually for this cost.    Click for more details.

What is HIPAA?:   HIPAA is the Health Insurance Portability and Accountability Act. If investigators gather, generate, access, or share subjects' personal health information, the research may be subject to the Privacy Rule (a Federal regulation under HIPAA).
